From 1904 to 1908 Germany was at war with the Ovaherero and Nama in Namibia (then German South West Africa), who resisted the colonial occupation. The mass violence and its consequences qualified as genocide. The German Foreign Ministry acknowledged this in 2015. Since then, negotiations between special representatives of the two governments seek an adequate way of coming to terms with the past. But controversies remain, not least about the representation of the agencies of the most affected communities.
